WATER PROJECT PROGRESS MEETING
OCTOBER 22,2025
Piping to the fill station should be installed on 10/23 and the station itself should be installed next week. The pumps for the booster station are to be delivered by Friday, 10/31. The Electrical components are still showing as eight (8) weeks out for delivery, but everyone is hoping they are delivered much sooner.
Hettinger reviewed the current progress map and confirmed that they are still on track. They will continue to work along Linn Valley Boulevard to the Northwest, continue along South Linn Valley Drive and continue up to Ullery Road.

WATER METER LIST UPDATE
- Project Background
The Linn Valley water infrastructure project was initiated during the administration of Mayor Jeanne Dwyer (2010–2018), continued under Mayor Cindy Smith (2018–2023), and is currently being overseen by Mayor Lew Donelson (2023–present). In 2019, all relevant data was submitted to the USDA to secure funding for the project. The initial list of water customers was compiled using data collected prior to 2019 and included:
- Linn Valley Water Customers
- Rural Water District #1 (RWD#1) customers
- Residents utilizing holding tanks
This list was developed collaboratively by the Property Owners Association (POA) and City staff. RWD#1 provided an updated customer list, while the POA contributed lists of metered water customers and those receiving water deliveries to in-ground tanks. It is important to note that properties where owners haul their own water and rarely request POA delivery may not have been included in the original list.
- Funding and Expansion
Since 2020, Linn Valley has experienced significant population growth, which continues today. As the project progressed, it became evident that the original funding was insufficient due to rising costs in materials, labor, and increased demand. The City re-engaged with the USDA to request additional funding, which was successfully secured. This financial support enabled the expansion of the meter installation list, prompting a reassessment of eligible lots.
- Challenges and Revisions
Upon closer examination of the customer lists, several discrepancies were identified:
- Properties built across two lots were mistakenly counted for two meters
- Some in-ground tanks were actually small water cubes
- Newer homes were omitted from the list
- Long-standing homes dating back to the 1980s were not included
To address these issues, the City reviewed building permits, obtained updated lists from the POA and RWD#1, utilized the Linn County GIS mapping system, and conducted physical inspections throughout the community. One final review drive is planned before the list is finalized.
- Current Status
The water line map has been finalized. However, certain newer homes may not have water lines running directly in front of them. While future line extensions are possible, such expansions will not be covered under USDA funding and will incur costs to the property owner.
Linn Valley is a recreational community with many residents living in RVs. If a water tank has been installed and a water line runs in front of the property, a meter will be installed. Seasonal RV owners with installed tanks and accessible water lines are also eligible for meter installation. Those who prefer to continue filling their tanks occasionally and wish to avoid monthly billing may opt out of receiving a meter. To do so, they must contact City Hall.
